Mobile phones themselves (normally using Bluetooth or WiFi) are already being used for very local (toy-like) RPAS flight control at very short ranges.
The network-enabling communications technologies (eg 3G, 4G and 5G) do seem to present options for RPAS filght control under some circumstances. A key issue, as with satellite communications, is whether the use of such communications can provide the required Quality of Service (QoS), especially in terms of latency and integrity, to meet the regulatory requirements for the operations specified.
